TxDMV replaced MCCS and eLINC with TxMCCS on August 3, 2026. Every carrier, licensing agent, and insurance company must create a brand new account. Old logins do not carry over.

What Changed

TxMCCS is not a login upgrade. It is a new system. Here is what every Texas carrier needs to know.

  • New Account Required

    All users must create a new TxMCCS account. Existing certificates are claimed inside the new portal using USDOT number and EIN. Old logins do not transfer.

  • What TxMCCS Replaces

    eLINC handled new authority applications. MCCS handled renewals and account management. TxMCCS merges both into one system.

  • Pending Applications

    Anything left in MCCS with something outstanding needed to clear by July 30, 2026. Missed that date, it has to be resubmitted fresh.

  • Who Else Is Affected

    Licensing agents and insurance companies also register in TxMCCS. Credential data feeds directly to law enforcement.

The Biggest Risks If You Wait

What can go wrong for a Texas carrier that has not claimed its TxMCCS account or kept its records current.

  • Risk 1

    Missing a renewal

    A certificate may remain active until its current expiration date, but the company could miss its renewal because it has not claimed the account or is not receiving and reviewing notifications. Operating after the authority expires could mean operating without valid Texas intrastate authority.

  • Risk 2

    Incorrect or outdated vehicle records

    The company may be unable to add a new truck, replace a vehicle, correct a VIN, or obtain an updated cab card. This can create problems during inspections or roadside enforcement because TxMCCS information is made available to law enforcement.

  • Risk 3

    Missing an insurance cancellation

    The carrier remains responsible for ensuring that its insurance filing stays active with TxDMV. If a Form E is cancelled or removed and the carrier does not notice, it may face penalties, sanctions, or revocation of its operating certificate, even when it has purchased an insurance policy.

  • Risk 4

    Pending applications may have been lost

    This is different from an already active certificate. Any old MCCS application that still had outstanding information, insurance, or payment after 5:00 p.m. on July 30, 2026 was not transferred. The applicant must submit a new application in TxMCCS.

    Delays when urgent action is required

    A carrier might wait until:

    • its renewal is due
    • a truck must be added immediately
    • a cab card is needed
    • an enforcement letter arrives
    • an insurance filing disappears

Linked Authority

If TxDMV finds any connection to a prior certificate or authority, review time adds 7 business days on top of the standard 24-48 hour review. Most carriers do not think to flag this history themselves.

Insurance Handoff

After approval, the carrier gets a Unique Identifier Number (UIN) and has to personally send it to their insurance company so they can file. If that call never happens, the application just sits with no warning.

Heads Up: New USDOT Numbers May Be Temporarily Delayed

A known technical issue between FMCSA's Motus system and TxMCCS may delay validation of newly issued USDOT numbers, which can hold up TxDMV Number issuance. FMCSA is aware and working on it. This is not a sign anything is wrong with the application.
